This online tool is considered the best. I always use it to resize my images because I don’t want to lose mu images quality. Just go the website, choose the location of the image and click upload button. If you feel that the image is compress too much/less then you can choose your custom sizes from the options available and click apply.
I have shown an example in screenshot below. The size of the original image was 1.5 MB but after compression the size left is 48 KB only. The compression ratio is 96%. What a result.

Offline Tool – Microsoft Picture Manager – Best Available Tool:-
If you really want to compress images and serious about the same then I recommend to use this tool. This is the best available tool for compressing pictures.
But, the problem is that it is available in MS Office 2010 only, in the current version i.e., MS Office 365, Picture Manager has been removed. User of this don’t understand why this feature is removed from current update.
But, you can still install Microsoft Picture Manager along with Microsoft Office 365. I have written a separate article on how to install Microsoft Picture Manager with Office 365.
After you install Microsoft Picture Manager, Open any image with this tool.
You get a lot of editing options which you rarely find anywhere else.
You can also Auto-Correct the photo to improve its quality.
When you click on edit picture, you get option to compress the image in three formats.
You can compress the photo for Web, Documents and for E-mail as well. I always compress image as document because if you compress it in web format, it loses its quality and becomes too much small even to see. So better to compress it as documents type.
One other thing, if you compress a png image using this, you will get best possible results out of it. It is best for png compression without compromising quality at all.
Using this tool, you can do other things with images also like cropping, resizing it [define resolutions as you want], adjusting brightness and contrast etc. without connecting to internet.
Note:- If you really want best results, then convert png images to jpg images, you will get same images without quality loss.
Go for this!
